POLICY OVERVIEW

The University of Texas Health Science Center at Houston (“the university”) is an Equal Opportunity Employer and provides equal opportunity in all employment-related activities without regard for race, color, religion, sex, sexual orientation, national origin, age, disability or veteran status.

The university’s equal employment opportunity policy applies to all employment decisions, including those affecting hiring, promotion, demotion or transfer; recruitment; advertisement of vacancies; layoff and termination; compensation and benefits; performance appraisals and selection for training. Moreover, it extends to the maintenance of affirmative action programs for minorities, women, disabled persons and veterans, as required by law. Veteran is defined in Appendix A.  The full affirmative action programs are available to any employee or applicant for employment for inspection upon request and may be obtained from the Human Resources - Equal Opportunity (HR-EO) department.

The President, assisted by the Chief Human Resources Officer (CHRO), is responsible for implementing this policy and shall take action as necessary to accomplish equality of employment. The President has delegated the responsibility for implementing this policy to hiring managers. The HR-EO department coordinates training for all employees in accordance with applicable laws, rules and regulations.

PROCEDURE

I. Recruitment

All advertising copy generated by the university for recruitment purposes will include the following information:

II.  Veteran’s Employment Preference

An individual who qualifies for a veteran’s employment preference under Texas state law will be accorded a preference for employment over other applicants for the same position who do not have greater qualifications.

III. Grievances

An employee or non-employee wishing to bring a grievance alleging that actions resulted from unlawful discriminatory practices should contact the Equal Opportunity Advisor. Complaints regarding discrimination (including harassment) should be addressed under the appropriate procedures in HOOP Policy 2.04 Discrimination and Harassment.

Individuals entitled to a veteran’s preference under Texas law who are aggrieved by the university’s employment decision should file a grievance with the President through the Equal Opportunity Advisor.  The President will respond to the individual within 15 business days of receipt of the complaint.
